The author is unknown; it was presumably compiled in the late Northern and Southern Dynasties or the early Sui-Tang period.

Wang Xuanhe of the Tang Dynasty had already cited this scripture several times in his work Pearl Sack of the Caverns, titling it "Instructions and Secrets of the Rituals for Transmitting Scriptures and Precepts, Attributed to Laozi, Volume 8 of the Taixuan Section".
This book records the ritual methods for transmitting the scriptures and precepts of the Taixuan Section in Taoism, divided into thirteen sections. The first section, Sequence of Scriptures and Methods, outlines the origin and catalog of the Taixuan Section classics — including Laozi’s Tao Te Ching and six commentaries such as Commentary by He Shanggong and Commentary by Xiang’er, totaling ten volumes, all purportedly composed or transmitted by the Supreme Lord Laozi. Sections two to thirteen respectively detail the ritual procedures for transmitting the Taixuan Section scriptures and precepts, including the method of holding fasts, the method of inviting teachers and protectors, the method of copying scriptures, the method of writing memorials, the method of inscribing the taboo names of the Three Teachers, the method of preparing ritual tokens, the method of procuring items required for ordination, the method of selecting robes, the method of visiting the teacher and submitting a petition, the method of modifying fast rituals, the method of presenting a memorial after the fast, and the method of drafting memorials.
As an important document for investigating the formation and transmission system of the Taixuan Section classics during the Northern and Southern Dynasties, this book is affiliated to the disciplinary ritual tradition preserved in The Dongxuan Section and shares canonical consistency with the texts of The Dongshen Section.
