The author is unknown.
Judging from its content and wording, it should have been written by a Celestial Master Taoist adherent during the Northern and Southern Dynasties.
It consists of one volume and is included in the Zhengyi (Orthodox Unity) Section of the Daozang (Taoist Canon).

Laozi Bianhua Wuji Jing

This scripture is composed in seven-character rhymed verses. It first eulogizes that the Dao of Lord Lao conforms to nature, stating that those who study the Dao should cultivate their moral character and purify themselves, being careful not to indulge in greed and lust. Next, it narrates magical tales of Lord Lao transforming his form to enlighten the barbarians in the west; in the Western Han Dynasty, he descended to the mortal world under the alias Li Hong, transmitted the Dao to Zhang Ling in Shu Commandery, and established the Twenty-Four Administrative Districts. It further claims that Lord Lao surveyed regions such as the Weak Water, the Southern Barbarians, Liaodong and the East China Sea, and observed that all dynasties of emperors throughout history were afflicted by various disasters. Only those who are pure, loyal, humble, uphold simplicity and sincerity, ingest divine elixirs, and comprehend the Dao of yin and yang can establish a deep and lasting foundation, attain longevity and ascend to heaven. The content of this scripture is similar to that of early Celestial Master Taoist classics such as Laozi Bianhua Jing, Laozi Huahu Jing and Santian Neijie Jing, whose ideological connotations are closely associated with the theoretical system of Taoism and echo the Taiji philosophy recorded in the Taoist Canon.
