Judging from its content and literary style, it is presumably compiled by Hong Zicheng in the The Ming Dynasty.

Non-Birth Guideline Scripture
Consisting of one volume, it is included in the *Supplement to The Daozang *.
This book excerpts quotations on "no birth and no annihilation" from more than a hundred Buddhists, including Buddhist patriarchs such as Sakyamuni, Kasyapa, Bodhidharma, Sengcan, Hongren, Huineng, Shenxiu, and Benjing, as well as monks and lay believers, compiling them into a work titled Scripture of the No-Birth Secret. Its core tenet lies in negating the attachment to mental phenomena, dispelling the delusory views of birth and annihilation, and propagating the philosophical principles of "no mind, no dharma" and "neither mind nor original dharma", aiming to attain the nirvana state of non-differentiation and inherent unity.
