Fei Yangxi was a native of Daochang Mountain, Wucheng County, Huzhou (now part of Zhejiang Province) in the late Qing Dynasty. His courtesy name was Yanghe, and his literary names were Shaofang and Zhenmu; he also styled himself Boyun.

He was a supplementary student (a student of the official school). He read extensively through the scriptures of Confucianism, Buddhism, and Taoism, and studied under Duanmu Taihe, a Confucian scholar from Qingtian.

He was particularly profound in the study of I Ching and Taiji Tushuo (Taiji Diagram Explanation). He did not value material support from official salaries, nor did he favor official positions. He lived at home to support his mother and made a living by teaching children and Confucian students. At that time, he maintained close contacts with eminent Taoists and hermits.

Hearing of the fame of Master Lan Yun, a precept-transmitting Taoist priest at Jinhai Mountain, he specially went there to study. Master Lan Yun then changed his name to the current one (Yangxi), instructed him in extensive Taoist doctrines and principles, and he subsequently entered Jinhai Mountain to study under Master Min (Lan Yun).

After the passing of Min Lanyun, Fei Yangxi succeeded him as the leader of Chunyang Palace on Jinhai Mountain and presided over lectures. In his daily teaching of Taoists, Fei Yangxi focused on "practicing with experience, exploring principles, and establishing aspirations." There were numerous disciples studying under him, and his reputation spread widely. Many Taoist altars in Jiangsu and Zhejiang provinces originated from his school. Most of his works were printed and handed down to later generations.

He was the 12th-generation patriarch of the Jueyun Altar of the Longmen School.
