Li Chongqin was a native of Nanjiang in northern Sichuan during the Republic of China period.

He became a Taoist Priest on Taibai Mountain in Shaanxi Province. Endowed with a fondness for learning, he kept books in his hand every day.

He collaborated with Wu Chengde to propose the restoration of civil and military sage temples, which was approved by the National Government. According to Records of Changchun Temple: In the 25th year of the Republic of China (1937), a ring road was constructed in Wuchang (the capital of Hubei Province). Exposed bones lay everywhere. Chongqin, being kind and benevolent, took the lead in personally collecting the bones, which was praised by people at that time.
