Luan Ba, styled Shuyuan, was a native of Chengdu during the Eastern Han Dynasty.
According to The Book of the Later Han·Biography of Luan Ba, he had long been skilled in Taoist arts and could command ghosts and spirits. He served Emperor Huan of the Han Dynasty and was promoted to the position of Prefect of Guiyang, with an excellent reputation for his governance.

He once spat wine in the imperial court, which turned into rain to put out a fire. Later, he returned to Chengdu and lived in seclusion in Mount Qingcheng, and his whereabouts became unknown afterwards.
