Quan Ruoshui lived in the late Northern Song Dynasty. He was officially registered as a Taoist priest at Tianqing Guan (Tianqing Taoist Temple) in Taizhou.
As recorded in a volume of Xu Shenweng Yulu (Recorded Sayings of Xu Shenweng) from the Southern Song Dynasty: In the 4th year of the Chongning era of Emperor Huizong of the Song Dynasty (1105 AD), Quan Ruoshui studied under Xu Shenweng. He was proficient in the Taoist arts of Fulu (Talismans and Registers) and used "talisman water" to treat illnesses for people.

Due to his prominent Taoist attainments, he was summoned to the imperial court and bestowed the title "Master Baoguang".
