Shen Guan, also known by his courtesy name Guanwu, was a native of Jinting (now part of Zhejiang Province) during the late Tang Dynasty.
He studied under Feng Weiliang and became a Taoist priest on Mount Tiantai, delving into the esoteric methods of the Supreme Pure Grotto Heaven (Shangqing Dadong) tradition.

He was a "Friend of Mist and Vines" (Yanluo Zhi You) with Ying Yijie, Ye Cangzhi, and Liu Chujing—a term referring to close companions who shared a hermitic, nature-immersed Taoist lifestyle.
