The author of this scripture is unknown.

Judging from its content and wording, it was probably written by Taoist priests during the Sui and Tang dynasties.
The Tang-dynasty Taoist text Pronunciation and Meaning of All Taoist Scriptures and the Origin of the Wonderful Gate had already quoted this scripture.

It consists of one scroll and is included in the "Original Text Category" of the Cavern Mysterious Section in the Taoist Canon. The scripture pretends to be preached by the Supreme Heavenly Venerable, advocating the theory of karmic destiny, exhorting people to become Taoist monks and enter the Taoist path to escape birth and death and ascend to heaven.

It also expounds the rules and precepts for becoming a Taoist Priest, including the Ten Precepts for Novice Truth-Seekers and eight matters for always arousing great aspirations. Additionally, it urges the assembly to turn their hearts to worship, make ten vows and ten aspirations voluntarily, and accept salvation from the Heavenly Venerable.
