Xu Jiaoguang was a native of Feicheng, Tai'an Prefecture, Shandong Province during the Republic of China.

Born into a military family, he served under Fu Zhenbang at the Gubeikou Garrison Commander's Office inheriting his father's position. Later, he made numerous military achievements and served as the Regional Commander and Battalion Commander of the Left Battalion under the Mukden Garrison Standard.

He was dismissed from office because the bandit-suppression troops harassed the people, so he took refuge in Wuliang Palace in Fenghua County and became a Taoist priest. He wandered in the Passes, arrived in Wuchang, and resided at Changchun Temple as a guest Taoist.

After the former abbot administrator Wang Zongde passed away due to illness, the Taoists collectively recommended Jiaoguang to succeed him as the abbot administrator.

He made many contributions to the Taoist community, the most notable of which were managing 20 mu of Hongshan Cemetery, 5 mu of Qianzigang Cemetery, and 50 mu of Daolin Garden, and exempting them from land rent and taxes.

After the establishment of the Republic of China, the Beijing Taoist Association was founded, and Jiaoguang was appointed as the president of the Hubei Taoist Association.
