Zha Fugong was a native of Yuanhua, Haining (now part of Zhejiang Province) in the late Qing Dynasty.

His courtesy name was Lunxian, and his Taoist title was Juesi. He was the 14th-generation Successor Master of the Longmen School.

The Torch of the Jueyun Taoist Tradition Passed Down records: In the 11th year of the Guangxu reign (1885), he was selected as a Xiaolian (a candidate for officialdom recommended for filial piety and integrity). He embraced Taoism and dedicated himself to it for nearly fifty years, initially converting to Taoism at Shuangjing Ridge, Beiyou, Huzhou.

In the 12th year of the Guangxu reign (1886), he served at the Shanghai Daotai Yamen (Shanghai Circuit Intendant's Office). He founded Weizhong Hall and built Jueyun Altar, taking the charity hall as the external representation and the altar as the internal core. He recruited followers extensively and promoted Taoism.

Zha Fugong spared no effort in his work, earning the universal respect and submission of the people.
