
Who is Liu Zhi 刘志?

Liu Zhi (131–167), Emperor of the Eastern Han Dynasty, also known as Emperor Huan of Han. He was a great-grandson of Emperor Zhang and succeeded his father in the title of Marquis. In the first year of Jianchu (146 AD), he was summoned to Luoyang by Empress Dowager Liang and ascended the throne after the death of Emperor Zhi of Han. He reigned for twenty years, indulging in debauchery and tyranny. He vigorously promoted religious superstitions, worshipping Laozi, the founder of Taoism, as an idol, while also advocating and venerating Buddhism. In the eighth year of Yanxi (166 AD) spring, he sent Zhongchangshi Zuo Guan to Ku County (now east of Luoyi County, Henan) to worship Laozi.
In November of the same year, he sent Zhongchangshi Guan Ba to Ku County to worship Laozi: "Emperor Huan built a temple for Laozi in Lai Township, Ku County, and painted a portrait of Confucius on the wall" (quoted from "Collected Explanations of the Later Han Book" with "Genealogy of Confucius"). He promoted immortality and worshipped Laozi with the aim of achieving eternal life: "On August 20th of the eighth year of Yanxi, Emperor Liu Zhi revered profound virtue and Daoist ways, encompassing vastness and magnificence, preserving spirit and nurturing nature, intending to soar like clouds.
Therefore, he devoted himself to Huangxu (referring to the Yellow Emperor) and shared the seal with Emperor Gaozong (referring to King Wu Ding of Shang), dreaming of Laozi and honoring him with worship" (also quoted from "Inscription of Laozi" above). He also sent people to Meng County (near Shangqiu, Henan) to worship the legendary "immortal" Wang Ziqiao and erected a stele to praise him: "In the autumn of the eighth year of Yanxi, Emperor Liu Zhi dispatched envoys carrying sacrifices to offer rituals at Zhuo's shrine, showing respect and solemnity. The Minister of State, Donglai Wang Zhang, styled Boyi, believed that since it was sacred and divine, there must be an inscription, so he and the Chief Historian Bian Qian erected it on a black stone, commemorating the legacy" (quoted from "Commentary on the Water Classic" Volume 23, "Returning Water Commentary", with "Stele of Prince Ziqiao").
