This repentance text is used by Taoist priests to confess sins and pray for blessings on behalf of believers, containing repentance rituals and the form of confession texts. First, a Taoist priest leads the believers to pay homage and praise the divine power and merits of "the Celestial Lord of Universal Transformation by Thunder, Responding to the Primordial of the Nine Heavens". Second, they confess and atone for their own karmic sins, and vow to wholeheartedly submit to the Three Treasures as well as all celestial lords and divine spirits, praying for the forgiveness of sins and the bestowal of blessings.

The Celestial Lord of Universal Transformation by Thunder, Responding to the Primordial of the Nine Heavens is a deity that Taoism began to venerate in the late Northern Song Dynasty. It is said that this deity is the incarnation of the Jade Pure True King, who is in overall charge of thunder administration and holds the duty of rewarding good and punishing evil.
