Pan Jinchi lived during the Qianlong and Jiaqing reigns of the Qing Dynasty.

He became a Taoist Priest at Chaotian Palace on Taihe Mountain (Wudang Mountain). By nature, he was unrestrained and free-spirited, and enjoyed traveling around. When he went to Sichuan Province, he set up a Leitan (Thunder Altar, a ritual site for Taoist prayers) to pray for rain. His prayers were quite effective, and his reputation spread far and wide.
From the late Qianlong reign to the 5th year of the Jiaqing reign (1795–1800), he used all the money he had raised through alms-collecting in Sili (a local administrative unit; exact location unspecified) to fund the repair and maintenance of Chaotian Palace, Taihe Palace, Huangjing Hall, and Tianhe Pavilion on Wudang Mountain.
