The Scripture of Kings Practicing the Dao in the Cavern Mysterious and Numinous Treasure Scripture

Judging from its content and wording, it seems to have been written during the Tang Dynasty.

This scripture falsely claims to be the Jade Primordial Heavenly Venerable expounding the scriptures and teaching for the kings of the mortal world, exhorting kings and rulers to promote the Dao and uphold the religion, make statues and copy scriptures, donate money and land to Taoist temples, support Taoist priests, hold fasts and practice the Dao, repent sins and recite scriptures, pardon prisoners, and rescue the endangered and relieve the suffering, among other things. The scripture asserts that disasters such as floods, droughts, and plagues in the world are all responsive to the actions of kings.
Therefore, rulers should conform to heaven to transform people, love the people and nourish all creatures, reduce selfish desires, and practice quietism and non-action. Only then can they attain longevity and eternal vision, and the state’s fortune will be permanent and peaceful.
