聖人無常心,以百姓心為心。善者,吾善之;不善者,吾亦善之;德善。信者,吾信之;不信者,吾亦信之;德信。聖人在天下,歙歙為天下渾其心,百姓皆注其耳目,聖人皆孩之。

English Translation — James Legge

The sage has no invariable mind of his own; he makes the mind of the people his mind.

To those who are good to me, I am good; and to those who are not good to me, I am also good — and thus all get to be good. To those who are sincere with me, I am sincere; and to those who are not sincere with me, I am also sincere — and thus all get to be sincere.

The sage has in the world an appearance of indecision, and keeps his mind in a state of indifference to all. The people all keep their eyes and ears directed to him, and he deals with them all as his children. This openness of mind connects to the daily diminishing of the Dao — and to the inward knowing that needs no outward seeking.

✦ Key Insight

Chapter 49 describes the sage’s most distinctive quality: having no fixed mind of his own, he takes the people’s mind as his own. He is good to the good and also to the bad — and through this, all become good. He trusts the trustworthy and also the untrustworthy — and through this, all become trustworthy. The sage blends his mind with the world, appearing undecided and indifferent, while the people look to him with all their attention. He treats them all as children — with care, without judgment.


Classical Commentaries — 古典注释

王弼注 Wang Bi's Commentary

聖人無常心,以百姓心為心。動常因也。善者,吾善之;不善者,吾亦善之,各因其用則善不失也。德善。無棄人也。信者,吾信之;不信者,吾亦信之,德信。聖人在,天下歙歙,為天下渾其心,百姓皆注其耳目,各用聯明。聖人皆孩之。皆使和而無欲,如嬰兒也。

Wang Bi says the sage has no fixed mind but makes the people’s mind his own. He is good to the good and also to the bad; he trusts the trustworthy and also the untrustworthy. The sage blends his mind with the world, treating all people like children.

河上公注 Heshang Gong's Commentary

聖人無常心,聖人重改更,貴因循,若自無心。以百姓心為心。百姓心之所便,聖人因而從之。善者吾善之,百姓為善,聖人因而善之。不善者吾亦善之,百姓雖有不善者,聖人化之使善也。德善。百姓德化,聖人為善信者吾信之,百姓為信,聖人因而信之。不信者吾亦信之,百姓為不信,聖人化之為信者也。德信。百姓德化,聖人以為信。聖人在天下怕怕,聖人在天下怕怕常恐怖,富貴不敢驕奄。為天下渾其心。言聖人為天下百姓混濁其心,若愚闇不通也。百姓皆注其耳目,注,用也。百姓皆用其耳目為聖人視聽也。聖人皆孩之。聖人愛念百姓如嬰孩赤子,長養之而不責望其報。

Heshang Gong says the sage values following the natural course. The good are treated with goodness; the bad are transformed through goodness. The faithful are trusted; the unfaithful are transformed through trust. The sage loves the people as parents love infants.
