According to the text, it was an imperial edict issued in the 2nd year of the Daguan reign of Emperor Huizong of the Northern Song Dynasty(1108 AD).
It is a single scroll, included in the Category of Genealogical Records, Dongshen Division of the Daozang. Originally known as Xuanwu, the True Martial Sovereign had been the guardian deity of the North since ancient times, and evolved into a deity venerated by Taoism after the Tang and Song dynasties.
In the reign of Emperor Zhenzong of the Northern Song Dynasty, the name was changed to "True Martial Lord of Spiritual Response" to avoid the taboo of Zhao Xuanlang, the Sacred Ancestor. Emperor Huizong then conferred the additional honorific title of "Blessing the Sage", and this text is the imperial edict for the conferral of the additional title. The text states that the True Martial Lord blessed the state with peace across the realm, no monsters or evils arising, auspicious omens coming one after another, and the age being peaceful and prosperous. Therefore, the emperor ordered Yu Shen, Minister of Personnel, to "present the imperial register and confer the additional honorific title: the Blessing the Sage True Martial Lord of Spiritual Response".
