Liu Yingzhen était originaire de Songyang (qui fait aujourd'hui partie de la province du Zhejiang) sous la dynastie Song .
Son nom de courtoisie était Congdao. Il devint moine sous la tutelle du maître Zhang Xubai du mont Longhu et maîtrisa les techniques ésotériques de Zhang Xubai en matière de talismans taoïstes (Fulu).

Durant l'ère Yuanyou de l'empereur Zhezong de la dynastie Song, il fut convoqué à la capitale par édit impérial et chargé de présider le palais Shangqing Chuxiang. Il reçut une robe pourpre bordée d'or et le titre de « Grand Maître Lingbao Xuying ».
