The author is unknown.

It was probably compiled in the late Northern and Southern Dynasties. Eight Tang-dynasty manuscript copies of this text survive in Dunhuang, all entitled The Classic of the Ten Precepts.
There is also an edition preserved in The Daozang, incorporated into the section of Precepts and Commandments under the Cavern Mystery Section. The scripture is pseudonymously attributed to the Primordial Heavenly Venerable, who expounded the Ten Precepts and the Fourteen Rules of Self-Cultivation. Its content has already appeared in The Supreme Cavern Mystery Numinous Treasure Supreme Grade Precept of Wisdom and The Supreme Cavern Mystery Numinous Treasure Supreme Grade Precept Scripture of the Roots of Sin and Wisdom. It was presumably compiled by Taoist priests at the end of the Northern and Southern Dynasties, excerpted from the precept-related passages in the ancient Numinous Treasure Scriptures.
This scripture enjoyed great popularity during the Sui and Tang dynasties, and all male and female lay believers who first embraced The Dao were required to take an oath and receive these precepts.
