I. Prologue — The Heavenly Worthy's Teaching

尔时,元始天尊於金灵洞阴之馆,演说法教。时有真人,号曰明罗,越班前进,上白元始天尊,臣宿缘流庆,获侍尊颜,然大小九六之灾,未蒙阐教,敢赖宣谕。

天尊告曰:四时迁谢,阴阳律吕,运动皆委於天地水三官。至於四海三河、溪涧川源、池塘湖堰、渚穴流泉、水类鱼龙、鼋鼉龟鳖等湿居之类,并年岁丰歉,人民休咎,悉付下元水官校定。

吾昔於上皇元年,与五老上帝、阴阳二宫上真、五星七元、二十八宿、九州社令,於三天境内,配定分野,分别善恶。八卦九宫,皆有泉流。今观此世界,福瑞希降,民多流亡,分野水旱,兵戈交战,五谷不熟,皆是凡愚积恶所及。

天尊於是放大威光普照十方国土,乃召诸天神仙圣众、山川潭洞灵祇、四海龙王,云奔雨骤,雷电震响,雨泽霶沛。苏此一国,穷民悉离忧苦。是时道俗男女,莫不欣喜,仰荷洪恩,逊谢不逮,赞叹无穷。

At that time, the Primordial Heavenly Worthy was expounding the Dharma-teaching in the Hall of the Golden Numinous Cavern-Yin. A Perfected One named Mingluo stepped forward from the ranks and addressed the Primordial Heavenly Worthy: "This servant, blessed by accumulated karmic affinity, has been granted the honor of attending upon Your Venerable Countenance. Yet the calamities of the Nine and Six — great and small — have not yet been illuminated by your teaching. I humbly beseech you to proclaim and instruct."

The Heavenly Worthy replied: "The four seasons pass and transform; the rhythms of yin and yang, the movements of all things — all are entrusted to the Three Officials of Heaven, Earth, and Water. As for the Four Seas and Three Rivers, the streams and springs, the ponds and lakes, the pools and flowing fountains, the water-dwelling creatures — fish and dragons, turtles and tortoises — as well as the abundance or scarcity of the yearly harvest and the fortune or misfortune of the people: all are assigned to the Lower Prime Water Official for assessment and determination."

"In the primordial year of the Supreme Sovereign, together with the Five Elder Emperors, the Supreme Perfected Ones of the Yin and Yang Palaces, the Five Planets and Seven Primes, the Twenty-Eight Lunar Mansions, and the Social Lords of the Nine Provinces, I established the field-divisions within the Three Heavens and distinguished good from evil. The Eight Trigrams and Nine Palaces all have their springs and flows. Now, observing this world — blessings and auspicious signs rarely descend; the people are scattered and displaced; the field-divisions suffer flood and drought; armies clash in war; the five grains do not ripen — all of this is the result of the accumulated evil of ordinary, foolish beings."

The Heavenly Worthy then released a great radiance of awesome light, illuminating the lands of the ten directions, and summoned the divine immortals and holy multitudes of all the heavens, the numinous earth-spirits of mountains, rivers, pools, and caverns, and the Dragon Kings of the Four Seas. Clouds rushed and rain poured; thunder and lightning shook and resounded; rain and moisture fell in abundance. This one land was revived, and all the destitute people were freed from sorrow and suffering. At that time, monastics and laypeople, men and women alike, were filled with joy, looked up in gratitude for the great grace, and offered thanks without end, praising without cease.

天尊复谓,下元水官、水府真人。一切众生,生死因缘,无有间歇。父母怀耽,乳哺养育,渐至长成,乃能分别,即滞爱欲。罪根深重,报对罪福。念念成非,尘劫结习。久在身中,从劫至劫,不能出离,不值圣贤,难可解脱。久染六情,恩爱三毒。贪嗔愚痴,嫉妒贤能。一切罪犯,并愿消除。须至投诚恳切,归命大道,下元一百二十天尊,洗雪身中一切罪业。若不得师为其演说经典,无由晓悟。若今日师尊,示我经法,度脱罪犯,出离沈滞。由师之恩,入於正道。普劝众生,早回觉悟。

The Heavenly Worthy further addressed the Lower Prime Water Official and the Perfected Ones of the Water Palace: "For all sentient beings, the causes and conditions of birth and death are without interruption. Carried in the womb by father and mother, nourished at the breast, gradually growing to adulthood — only then can one distinguish things, and immediately one becomes entangled in desire. The roots of sin are deep and heavy; retribution meets sin and merit alike. Thought after thought turns to transgression; through kalpas of dust, habits accumulate. Long dwelling within the body, from kalpa to kalpa, one cannot escape — not encountering the sages and worthies, liberation is difficult to attain. Long stained by the six passions, bound by the three poisons of love and attachment. Greed, anger, foolishness, and envy of the worthy and capable — all transgressions are wished to be dissolved. One must sincerely and earnestly take refuge in the Great Tao, so that the 120 Heavenly Worthies of the Lower Prime may wash away all karmic sins within the body. Without a teacher to expound the scriptures, there is no way to awaken. If today the venerable teacher reveals to me the methods of the Dharma, liberating transgressors and releasing them from stagnation — by the grace of the teacher, one enters the right path. I urge all sentient beings to turn back swiftly toward awakening."


II. The Ritual Obeisance — 120 Heavenly Worthies

The congregation bows in reverence. Each line is recited with full sincerity, prostrating before the 120 Heavenly Worthies of the Lower Prime Water Office:

至心朝礼,下元水官尊神。至心朝礼,真皇洞神天尊。至心朝礼,积功成圣天尊。至心朝礼,凝神照境天尊。至心朝礼,和神利物天尊。至心朝礼,总监众灵天尊。至心朝礼,幽照无极天尊。至心朝礼,好解罗网天尊。至心朝礼,朱景洞照天尊。至心朝礼,万行圆满天尊。

至心朝礼,大乘空慧天尊。至心朝礼,还功报德天尊。至心朝礼,隐迹全道天尊。至心朝礼,法体缘成天尊。至心朝礼,紫霞浮盖天尊。至心朝礼,法云流润三尊。至心朝礼,蒇扬妙化天尊。至心朝礼,玄智远照天尊。至心朝礼,尊妙无双天尊。至心朝礼,行圆虚界天尊。

III. The Penitential Confession

即日至心归神,归身归命,太上无极大道下元一百二十应感天尊无极圣众。

重念某自从无始以来至于今日,恐积所犯,杀害贤良,元逆丑恶,非人所行,淫色盗窃,败人成功,离人骨肉,夺人所崇,为子不孝,为臣不忠,悖逆君主,攻伐师宗,上不敬天地,下不敬鬼神,訾毁大道,亵慢灵文,口是心非,扬己嫉能,轻慢四大,触秽三光,恶口两舌,谗击善人。种种罪咎,无量无边,躬对道前,尽诚忏悔。

伏愿下元众圣、察命童子、善恶功曹、十直神仙,录其罪目,改作斋功,上奏天曹。当令某所忏罪愆,随念消除,悉皆解脱。九玄七祖,遽至上生;一切有情,同登道岸。至心稽首礼,无上虚皇正真三宝。

On this very day, with utmost sincerity, I take refuge in spirit, body, and life in the 120 Responsive Heavenly Worthies of the Lower Prime of the Supreme Limitless Great Tao, and in the limitless holy multitude.

Reflecting deeply: from beginningless time until this very day, I fear I have accumulated transgressions — killing the worthy and good; acting in perverse, ugly, and inhuman ways; committing licentiousness, theft, and robbery; ruining others' achievements; separating people from their kin; seizing what others revere; being an unfilial child; being a disloyal minister; acting in defiance of rulers; attacking and slandering teachers and lineages; above, not revering Heaven and Earth; below, not revering ghosts and spirits; slandering and destroying the Great Tao; desecrating and disrespecting the numinous scriptures; saying one thing and meaning another; boasting of oneself and envying the capable; disrespecting the four great elements; defiling the Three Luminaries; speaking with a vicious mouth and a double tongue; slandering and attacking good people. All manner of sins and transgressions — immeasurable and boundless — I now stand before the Tao and confess with utmost sincerity.

I humbly pray that the holy multitude of the Lower Prime, the divine youths who observe fate (察命童子), the officers of good and evil merit, and the Ten Direct Immortals will record the list of my sins, transform them into merit through fasting practice, and report upward to the Heavenly Bureau. May all the sins I have confessed be dissolved with each thought; may all be liberated and released. May the Nine Mysteries and Seven Ancestors swiftly ascend to higher rebirth; may all sentient beings together reach the shore of the Tao. With utmost sincerity I bow my head in reverence to the Supreme Void Sovereign, the True and Perfected Three Treasures.


IV. Doctrinal Context — The Lower Prime Water Office

The Xiayuan (下元, Lower Prime) refers to the fifteenth day of the tenth lunar month — one of the three great Yuan festivals (三元) of Taoism, alongside the Upper Prime (Shangyuan, first month) and Middle Prime (Zhongyuan, seventh month). On this day, the Water Official (水官) — one of the Three Officials of Heaven, Earth, and Water — descends to assess the merits and transgressions of all beings and to grant pardons. This scripture is the primary liturgical text for the Xiayuan festival, recited in Taoist temples and by practitioners at home to invoke the Water Official's grace.
